The Howard H. Baker Jr. Addendum is composed of six subgroups: Legislative/Political, Administrative, Public Relations and Press, Campaign, Personal, and Audiovisual.

SUBGROUP I: LEGISLATIVE/POLITICAL, 1856-2004 (bulk 1966-1996) - This subgroup contains materials created or collected by Howard Baker and his various staff, throughout his legislative career, his time as White House Chief of Staff (1987-1988), and his involvement in the 1990s and early 2000s with international, national and state politics. However, it does not include any documentation from his appointment as US Ambassador to Japan. The Legislative/Political subgroup comprises seven series:

SERIES A: SUBJECT FILE, 1969-1977 - This series contains correspondence, memoranda, reports, notes, clippings and reference material covering a range of legislative issues. As in the Legislative "Subject File" series in the main accession of Baker's papers (MPA.101), files have been grouped into subseries under broad subject headings commonly used in the U.S. Senate. The subseries here are Congress, Defense, Energy, Environment, Foreign Affairs, Health, Judiciary and Labor.

SERIES B: CORRESPONDENCE, 1965-1992 - The correspondence series includes letters, memos and notes mainly between Baker and other members of Congress, but also with legislative and executive staff, other elected and appointed officials, and members of the public. The materials span Baker’s legislative career, his time as White House Chief of Staff, and documents some of Baker’s post-legislative interests and political activities.

SERIES C: WATERGATE, 1973-1975 - Contains mostly news clippings, press releases and drafts of statements. The CIA file dated January 21, 1975, also contains memoranda and correspondence with Terry Lenzer and a few memoranda on CIA issues.

SERIES D: LEGISLATIVE ACTIVITY, 1967-1984 - The Legislative Activity Series, while covering nearly the extent of Baker's legislative career, contains an incomplete record of legislative activities. This includes Baker’s voting record and congressional record clippings not already contained in the main accession of Baker's files (MPA.0101).

SERIES E: NATIONAL POLITICS, 1856-1872, 1956-2004 – This series contains correspondence, reports, research material and other files documenting Baker’s involvement with the Republican National Committee and the campaigns of other Republican senators. It also includes some material relating to the 1980 presidential election.

SERIES F: TENNESSEE FILES, 1966-1996 – This series includes correspondence, reports and other materials. Earlier files (through roughly 1988) concern Tennessee-based projects as well as political surveys. Later files (1991 and on) cover Baker’s involvement in the campaigns of other Tennessee politicians, Lamar Alexander being the most well-documented example.

SERIES G: PUBLICATIONS, 1946-1990 – For the most part this series includes government reports, some written especially for Baker, reflecting the Senator’s evolving interests in political movements, government service, energy, and foreign affairs.

SUBGROUP II: ADMINISTRATIVE, 1955-2003 - This subgroup contains material dealing with logistic elements of Baker's legislative and post-legislative work. It includes eight series, described below. Schedules and Events is the largest series and occupies over 60 boxes. Also included are correspondence, financial documents, memoranda, telephone logs and call lists, plans and notes, and recommendation and applicant files.

SERIES A: CORRESPONDENCE, 1965-1988 - The series contains correspondence and reports documenting aspects of Baker’s administrative offices’ operations, as well as guides and lists created to assist staff.

SERIES B: BOARDS AND COMMISSIONS, 1973-2001 - This series contains materials from various boards, councils and commissions on which Baker served, including the Miller Center, the Smithsonian, the Council on Foreign Relations and the Commission on Executive Legislative and Judicial Salaries. Although one folder (for the Council of Foreign Relations) contains materials spanning 1973 to 1987, the rest of the folders are from 1988 and later.

SERIES C: LIBRARY OF CONGRESS PROJECT, 1981-1984 - This series consists of materials collected and created as part of Baker’s project to replicate the original Library of Congress in room S-230 of the Capitol Building, which in the 1980s served as the Majority Leader’s Office. Materials include reports on the history of the Library and floor and furniture plans.

SERIES D: EVENTS AND SCHEDULES, 1965-2003 - This large series contains appointment books, daily, weekly and monthly schedules, itineraries and other materials for events, meetings and trips. Major events documented include the 1984 Library of Congress Dinner, 1990 and 1991 President’s Dinners and the 1992 and 1996 Republican National Convention. Many later files concern Baker's various speaking engagements. Schedules for most campaign events are not found here but in the Campaign record group.

SERIES E: FINANCIAL RECORDS, 1955-1987 - The Financial Records series contains financial reports, office expense accounts, bills and receipts. The bulk of material is from 1967 to 1987.

SERIES F: DAILY NOTES, 1979, 1987-1988 - The majority of materials in this series are annotated agendas from meetings with president and other executive staff from Baker’s time as Chief of Staff (1987-1988) and some attached memoranda and other documents related to the issues facing the Executive Office during that period. This series also contains one folder of handwritten notes from Baker’s 1979 Moscow Trip and undated notes about a weekend schedule.

SERIES G: PHONE CALLS AND MESSAGES, 1987-2001 - The material in this series from 1987 – 1988 consists mostly of messages, while the 1990-2001 material consists mainly of telephone logs and call lists. There are no materials from 1989 or 1998-1999.

SERIES H: SENATE OFFICE, 1981-1984 – This series includes official guides on administration and closing of Senate Office, as well as one folder of information concerning the shutting down of Baker’s office in the Hart Building.

SERIES J: APPLICANTS AND RECOMMENDATIONS, 1971-1995 - This series contains both materials from administrative job applicants (largely from 1971 – 1989), and Baker’s correspondence with recommendation and support seekers (mostly 1985 – 1995).

SUBGROUP III: PUBLIC RELATIONS AND PRESS, 1940-2005 (bulk 1966-2001) - This subgroup contains speeches, talking points, transcripts, and newsclippings related to Baker's legislative career. It also contains a Publication and Photograph Correspondence series of material dealing with the use of Baker's photography as well as book contracts. The subgroup comprises four series:

SERIES A: SPEECHES, 1952-2001 and undated - This series contains speeches, remarks, talking points, transcripts, drafts and notes from various events. There are no materials between 1953-1966 or 1969- 1971.

SERIES B: INTERVIEWS, 1967-1997 - This series contains transcripts of interviews Baker gave to the press. The bulk of these materials are from 1987-1988, during the time Baker was White House Chief of Staff.

SERIES C: PRESS CLIPPINGS AND RELEASES, 1940-2005 - The series contains photocopies of newspaper and magazine clippings, as well as a few press releases and newsletters. Topics range from political analyses to personal and social events. Materials about or collected by Baker are arranged chronologically, and then followed by subseries specifically concerning Cissy Baker (1974 – 1980), Joy Baker (1977 – 1978), Everett Dirksen (1962 – 1975) and Lillie Ladd (circa 1920s – 1986).

SERIES D: PUBLICATION AND PHOTOGRAPH CORRESPONDENCE, 1969-2001, undated - The bulk of this series is correspondence, news clippings and other materials concerning Howard Baker’s photography as used in auctions and publications. Also included here are contracts and drafts related to Baker’s book proposals, and autograph requests. There are no materials from 1988-2000.

SUBGROUP IV: CAMPAIGN, 1954-1989 (bulk 1964-1987) - This subgroup contains correspondence, clippings, publications, memos, speeches, press releases, financial statements, schedules, and ephemera. The dates range from 1954 until 1989, with the majority of the materials falling within the range of 1965-1987. The materials mainly deal with Baker’s campaigns as the title suggests. The subgroup includes four series:

SERIES A: CORRESPONDENCE, SPEECHES AND PAPERS, 1954,1964-1988 - This series contains correspondence, speeches, reports, memos, fact sheets, press releases, news clippings, statements, newsletters, pamphlets and other publications, created or collected in the course of Baker’s senatorial and presidential campaigns.

SERIES B: FUNDS, 1964-1987 - Financial statements and reports related to fundraising and financial management of Baker’s presidential and senatorial campaigns.

SERIES C: SCHEDULES, 1972, 1978-1980 - Materials related to the scheduling of events during Baker’s political campaigns. A number of the schedules are for Cissy Baker’s campaign for her father’s presidency.

SERIES D: EPHEMERA, 1966-1989 - In addition to Baker a campaign material, this subseries also contains newsclippings concerning the Billy Graham Crusade in 1970 in Neyland Stadium, at which President Nixon spoke.

SUBGROUP V: PERSONAL, 1875-2005 - This subgroup contains correspondence, legal documents, financial materials, scrapbooks, realia and ephemera from Howard Baker and his family. It is composed of eight series, described below.

SERIES A: CORRESPONDENCE, 1937-1993 - Correspondence between Baker and close friends, colleagues (including presidents, and national and state politicians), and members of the public, covering a variety of political, business, and personal affairs. While much (but by no means most) of the correspondence may be of a non-legislative nature, the main difference between this correspondence series and the correspondence series in the Legislative and Political subgroup is in arrangement. The Personal Correspondence material from 1970-1987 is arranged alphabetically (while the Legislative Correspondence series is arranged chronologically). Correspondence from 1988 and later is arranged first by year and then alphabetically by folder. Only a small amount of material exists between 1993 and 2001.

SERIES B: NON-GOVERNMENTAL BUSINESS, 1937-1993 - This series contains information created or accumulated by Howard Baker in non-legislative or political pursuits. The series is broken into six subseries, each arranged chronologically. The first, Subseries 1: Howard Baker Sr. (1946-1958), consists of professional correspondence sent between father and son when they were law partners at the firm Baker and Baker. The younger Baker worked out of Scott County and took care of local affairs while Howard Baker Senior was in Washington serving as U.S. Senator. Subseries 2: Law Office Files and Correspondence (1937-1992) contains law office materials spanning Baker’s enduring legal career. Subseries 3: Timber and Coal Lease (1945-1975), Subseries 4: Business Accounts (1966-1990), Subseries 5: Deeds (1920-1981) and Subseries 6: Newstar (1990-1993) all contain material about Baker’s various investments.

SERIES C: FINANCIAL, 1953-2001 - Statements, reports, books and correspondence relating to Baker’s personal finances. The material from the 1990s and 2001 are mostly related to travel expenditures. Information about investments can also be found in the Non-Governmental Business series.

SERIES D: BIOGRAPHICAL, 1937-1995 - This small series contains a few miscellaneous documents from Baker’s life, as well as copies of J. Lee Annis Jr.’s biography of Baker.

SERIES E: MC CALLIE SCHOOL, 1943,1985-1998 - The McCallie series contains the program for Baker’s 1943 graduation from the preparatory school, as well as correspondence, minutes and other materials related to Baker’s ongoing relationship as board member and supporter.

SERIES F: FAMILY, 1875-1990 - This series contains genealogical and other family history materials, including information about the Ladd (Baker’s mother) and Carver (Joy Dirksen Baker’s maternal grandparents) families. Also contains personal documents related to Louella and Everett Dirksen as well as Baker’s children, Derek and Cissy. Similar documents relating specifically to Joy Dirksen Baker can be found in the Joy Dirksen Baker series.

SERIES G: JOY DIRKSEN BAKER FILES, 1935-1988 - This series contains personal and professional materials of Joy Dirksen Baker including early writing, correspondence, financial documents, sympathy cards, board minutes and address cards. The address cards have been copied for preservation purposes. More information about Joy Dirksen Baker’s family can be found in the Family series.

SERIES H: EPHEMERA, 1926-2005 - Contains programs, newspaper clippings, photographs, greeting cards, advertisements, postcards, menus, tickets, a manuscript for Dirksen’s book Creve Couer, and other material kept as mementos of Baker’s life, family and career, including his appointment as ambassador of Japan. Many items have been collected in scrapbooks.

SUBGROUP VI: AUDIOVISUAL, 1925-2007

SERIES A: PHOTOGRAPHS, 1925-2007 - This series of photographs, mainly taken by others of Baker, his family, and colleagues, is arranged by type (black and white, then color) and then by subject (Political, Personal, Travel and Tours, Portraits, Autographed, Campaigns, and Miscellaneous). Each series contains negatives grouped after the topically arranged photographs. The color photograph subseries also contains slides.

SERIES B: CARTOONS, 1966-1987, undated - This series contains editorial drawings concerning Baker and related politicians and issues. Many are the work of Charlie Daniel of the Knoxville News Sentinel. The series is arranged chronologically except for oversized files that have been removed to a separate box.

Abstract

This addendum to the papers of former Senator Howard H. Baker contains correspondence, memoranda, reports, photographs, schedules, speeches and other material related to the Senator's career and personal life. While some papers in the addendum cover roughly the same time and events as the Howard H. Baker Papers (MPA.101), this addendum also documents the Senator's political, legal and personal activities before and after his tenure in the Senate and White House.

Biographical/Historical Note

Howard H. Baker, Jr. served three terms as a United States Senator from Tennessee (1967-1985) and was Tennessee's first popularly elected Republican senator. He rose to national prominence during the Watergate Hearings of 1973-74 as vice chairman of the Senate Watergate Committee, the highest ranking Republican on the committee. He served as minority leader of the Senate from 1977-1981 and as majority leader from 1981 until he retired from the senate at the end of his third term in January 1985. He was a candidate for the 1980 Republican presidential nomination and served as President Reagan's chief of staff in 1987-88. He served as United States Ambassador to Japan from 2001 to 2005.
